Since Q contains amounts and R percentages, we cannot directly compare the values.
 
One option would be:
 
If the amounts in Q are different, the highest one "wins".
If the amounts in Q are the same, the highest percentage in "R" wins.
If the amounts in Q are the same and the percentages in R too, we can't break the tie.
 
Another option would be to do it the other way round: first look at R, then at Q.
 
Yet another option would be to multiply the amount in Q with the percentage in R, and let the row with the highest product "win".
