Custom Software Cant Connect to Localhost

We are working on software that connects to a windows media encoder stream.
We are running Windows 7 Pro, UAC and the firewall are both off.
Our software is installed into C:\Program Files and I have "run as administrator" checked.

I have Windows Media Encoder 9 capturing and streaming on port 8082 with no access restrictions.
Our software is supposed to connect to this stream via localhost.
We have been using this on XP and Server 2003 machines without problems but we are timing out
on in Win 7.
The specific IP that we try to connect to is http:\\127.0.0.1:8082.
If I type that into WMP the stream will open without issue.

If we run our software and hard code the actual IP of the machine (eg.
192.168.1.135) it will connect right away.

This leads me to believe that its some kind of security or access restriction in Windows 7.
Does anyone have more info or experience with this problem? Any help would be appreciated.

Tweak IE Options

• Open Internet Explorer.
• Go to "Tools > Internet Options > Advanced Tab".
• Uncheck "Enable third-party browser extensions".
• Click "Apply".
  
• Reboot your computer.
