Computer does not wake normally from sleep and computer crashes when external USB devices are connected to it

Hello,

I have a Windows 7 Home Premium 64 bit desktop from CyberPowerPC, and there are currently two issues with it:

1.) I have two USB ports in front of my case.
I logged into my computer.
Then, I tried to plug in my external hard drive using the USB cable that came with it, but just when the tip of the USB cable touched the port, the screen turned black and automatically
restarted and froze when the screen displayed the CPU brand, which is before the login screen.
I have to actually press the restart button on my case to restart the computer with the hard drive already plugged in.
Then, everything would operate normally.

The same thing happened when I tried to plug in my iTouch 2nd Generation.
This problem only occurs sometimes, though, but I am wondering if anybody still has a solution to this?
2.) Whenever I put the computer to sleep, and it remains asleep for awhile, and then I turn it on again, it powers on for about 2 seconds and then it turns off.
I have to turn the power supply off and then on in order for it to get out of sleep mode.

I was wondering whether you guys have any solutions to this problem, as well.

The problem is caused by a bad 'ground' between the case's USB ports and the motherboard.
Static electricity is causing the USB device to short out the USB port which is causing the motherboard to go into reboot mode.

I had the same issue, and got my computer case exchanged.
The problem has not entirely gone away, and I use the front USB port on the card reader just in case.
It might also be a problem with the power supply or even the motherboard.
It is very difficult to pin the fault down without replacing everything in turn, a process which gets to be a little expensive.
The above is why I am recommending that you contact the MANUFACTURER.
Do NOT take no for an answer off the manufacturer or vendor.
This is an annoying problem which can end up corrupting your operating system if it happens enough..
