I've tried everything suggested on a variety of forums, but I cannot get windows 7 (starter) backup/restore feature to backup any files or drive or create and image file to an NTFS formatted usb hard drive.
 The only way I have been successful is to turn
of the MS security service.
 However, this precludes any type of scheduled backup process.
 I installed SP1 hoping to solve the problem, but to no avail.

1.     Do you get any errors when you schedule backup on the computer?           
 
You should ideally be able to backup files if you have formatted drive on the NTFS drive.
However, if it is failing, I suggest that you format the drive and check if you have the same issue.
 
Also if the issue persists, check the behavior by booting the computer in clean boot state.

Make sure you reset the computer to normal mode after the troubleshooting completes.

1. Open CMD as Administrator by Simply Right Clicking on Start button > Command Prompt (Admin).
