Method 1:
You may check if any other games are running the background.
If they are you may close the applications and check -

a.
Open Task Manager.
NOTE: Press CTRL+SHIFT+ESC, or right click on the taskbar and click on Task Manager.
b.
Click on the Process tab.

c.
Click on Show processes from all users.
NOTE: This elevates the Task Manager.
If you do not this, then you will receive error when you try to log off the user.
d.
Now check if there is a process for the game which is still running.
e.
If you have the process, click on the process and the click on End process.
If you have more than one process running in this name you may end process for each one and then check if the issue resolves.

Method 2:
You may try installing the game in a clean boot state and check.
To perform the clean boot follow the step 1 mentioned in the below article and then try installing the game in this clean boot state -

If the issue gets resolved check which non-Microsoft service is causing the problem; referring to the article and following other steps.
After you have finished troubleshooting, follow these steps to reset the computer to start as usual:
a.    Click Start, type msconfig.exe in the Start Search box, and then press ENTER.
If you are prompted for an administrator password or for confirmation, type your password, or click Continue.
b.    On the General tab, click the Normal Startup option, and then click OK.
c.    When you are prompted to restart the computer, click Restart.

Use the System File Checker tool to repair corrupted or missing system files:
