Cannot download or save attachments, tried many listed fixes, no luck

It is obvious this is becoming a big problem.
I also cannot open attachments.
Until about a week ago I had no problem with this.
Now I cannot even open attachments on email I received in the past, and opened fine previously.
I have windows vista basic.
Only thing I know that I did recently was install Ie8.
I have tried the following listed solutions, uninstalled Ie8, ran system restore, set default to "outlook".
When I right click on an attachment, and try to save it, I get the message"Internet Explorer
cannot download, No such interface supported"  Can anyone tell me what happened and how to correct?

Please answer the following questions as best you can.
1.
Do you have any security software or non Microsoft firewall running on the computer?
2.
What was the result of system restore?
To confirm if the issue persists in "Safe Mode with Networking", try the following steps.
1.
Restart your computer and start pressing the F8 key on your keyboard.
On a computer that is configured for booting to multiple operating systems, you can press the F8 key when the Boot Menu appears.
2.
Select an option when the Windows Advanced Options menu appears, and then press ENTER.
3.
When the Boot menu appears again, and the words "Safe Mode with Networking" appear in blue at the bottom, select the installation that you want to start, and then press ENTER.

Open Internet Explorer and then try to download or open the attachment.
NOTE: The purpose of downloading or opening an attachment in safe mode with networking is to check if any non Microsoft program interruption is taking place.

Start the computer in the normal mode and reset the Internet Explorer settings to default.
To do this, follow these steps.
1.
Click Start, type inetcpl.cpl and then hit enter.
2.
On “Internet Properties” window, click Advanced tab, click Reset button, click Reset button once again, click Close and then click OK button to close the “Internet Properties” window.

Once you have reset the Internet Explorer settings to default, try to download or open an attachment.
I would also recommend you to restore the security settings to default.
To do this, follow these steps.

I’ve found one similar issue at MSDN forums that has been resolved by changing the security settings.

• Move the mouse cursor over to the upper right side of the screen.
• A menu will pop up on the left. Click on the "Settings" feature on the menu.
• On the Settings window, click on the "Change PC settings."
• Now, left click on the "Update and recovery" feature.
