Cannot open link in a new tab in Internet Explorer 8 32bit

I have a new HP (less than week old) running Windows 7 Home Premium 64bit.
Today ran some windows updates and now IE8 32bit has a problem.
When I click on a link nothing happens, I looked in the Task manager under Processes I see three or more iexplore.exe
running.
I tried system restore but it didn’t help.
I tried Restore and Reset IE but still not working.
I have all the add-ons disable and tabbed browsing enabled.
I have Microsoft Security Essentials installed but no Norton or McAfee installed.
The PC came
with free trial version of Norton but I have not installed it.
When I open IE 64bit and try it on the same link it works.

1.
Download/run the appropriate, newly-updated script(s) by IE MVP Kai Schätzl: http://iefaq.info/index.php?action=artikel&cat=42&id=133&artlang=en
Tip: The file named  ie8-rereg.all.zip contains all three (3) scripts below.
---------------[IGNORE THIS SECTION-------------------
If you have a Win7 32-bit computer:
   • Close all open applications (i.e., anything with an icon on the taskbar) then Run the script named ie8-rereg.cmd & reboot.

If you have a Win7 64-bit computer:
   • Close all open applications (i.e., anything with an icon on the taskbar) then Run the script named ie8-rereg.32on64.cmd to correct the behavior in IE8 32-bit & reboot.
   • Close all open applications (i.e., anything with an icon on the taskbar) then Run the script named ie8-rereg.64on64.cmd to correct the behavior in IE8 64-bit (if need be) & reboot.

IMPORTANT! => Now reset IE8 32-bit Advanced settings (yes, again!) per http://windows.microsoft.com/en-US/windows7/Reset-Internet-Explorer-settings
& reboot one more time.

Reboot again & test.
