Auto hiding task bar keeps auto appearing.

I like using the auto hiding feature of the task bar.
However, in Windows 7 whenever there is a change to a program that is currently running, the task bar automatically appears and the icon of the program starts blinking to show that there's a change
to the program.
For example, you have your Yahoo or Live Messenger chat window open, and you're working with Words.
When somebody starts saying something to you, the task bar automatically shows up and the icon of the chat window on the task bar starts to
blink.

What I would like to do now is to make the task bar stay hidden at every time unless I roll the mouse over it.
Can I?

Machine Throttling

• Go to the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Reboot your computer.
