All rows are active...even though blank

I have an excel report that keeps all rows active, even though they are blank.

As such, my file size is exceptionally large, the scroll bar on the side is useless (trying to move 30 rows when all 104 thousand are active) and opening/closing the file takes an exceptionally long time.

I've gone through and manually tried clearing the cells not in use...manually deleting the cells, and nothing.
Any ideas?
