Asian Language support for Win7

I have windows 7 Ultimate installed, I have couple of softwares with Arabic and Farsi text, which are not being dispayed, instead I get "question marks" on my screen.
I've installed farsi and arabic language pack, also changed the display language of the
system to farsi and arabic, however to no effect.
Can you help me enable farsi and Arabic for the application.
Was able to fix this problem on my other system running Win XP by enabling support for Asian languages, however unable find that option in Win7.
