Can not get internet to open, says "DNS unreachable"

We used the internet the day before, then yesterday it would not open saying "DNS unreachable"   This  is happening to our  PC.
Our laptop which is connected be Netgear has no problem opening the internet.

-       Is the issue specific to Internet Explorer?
 
I’d recommend you to clear the DNS cache to see if that fixes the issue.
 
Follow these steps:
 
a.     Click the “Start” button.
b.     In the search box, type “command prompt.”
c.     From the list of results, right-click “Command Prompt”, and then click “Run as administrator.”
 
If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
 
d.     At the command prompt, type the following and hit “Enter.”
 
ipconfig /flushdns

Open Action Center by clicking the Start button Picture of the Start button, clicking Control Panel, and then, under System and Security, clicking Review your computer's status.
